Not being able to buy something because it costs $4.99 and I only have $5.00. Very American problems. I'm no expert, but I think this joke is about the fact that in america, the GST (Goods and Services Tax) is not included within the costs, thus meaning the item would not cost $4.99, but a little more. $5 is not enough!
